of Whispers (a.k.a. Whispering Cloak) (?)
I looked at the Cape of Whispers. This short cape
seems to have many silver threads within it such that it glitters all the time.
This glittering effect hides the outlines of the wearer's body such that they
are harder to hit and the magical properties of the cape grant some resistance
to magic, fire and cold as well. When held, the cape seems to whisper to its
owner. These soft voices are reassuring and when worn provide some defense
against mental attacks, but are somewhat distracting. Only a person with over
15 willpower may wear the cape for this reason.

What a fantastic device, the cape of wonders is!
Believed to have been made during the Time of Thunder, these ancient weavings
were developed by a small community who fought the demon incursion from a town
to the north of Poldoon. They would have no doubt fallen very quickly like most
other settlements were it not for the power of the Capes, which were developed
by a trio of wizards who made their home in the town. Sadly, even the capes did
not protect them forever and the town was finally overrun. About 100 of these
capes are believed to have been made. While they are quite rare they do
occasionally surface as adventurers explore new regions and dark places. The
Cape’s magic is finite. It can run out and when it does it de-equips itself,
negation all magical bonuses instantly. Since one of those bonuses is health,
this could cause death if too badly injured. Provides +14 to health, +1 to
damage, and +1 boost damage. (i.e.: If a warrior equipped with a long sword
normally does 1-8 damage, he will do 2–9 damage after he equips the cape.)
(Player’s Note: A second report on the cape of wonders reveals only a +7 bonus
to fire defense and no bonus to chemical defense.)

Wonderless Cape (?)
A Wonderless Cape is actually a Cape Of Wonders, which
has lost its power when its magical ran out. The Cape can be recharged. To do
this 200 GPs must be wrapped up in the cape and the words 'Umlat Penscilio
Devrati' must be spoken while the cape is held high in the air. To do this use
the order 'X 1361'.

I wrapped 200 GPs in my wonderless cape, held it high
in the air, and spoke the words "Umlat Penscilio Devrati". There was a
flash of golden light and the sorcery in my cape was renewed! Of course, as is
the nature of magic, the new enchantment could last for years, or no more than
an hour.
